PR reviewer must know if contributor signed CLA elsewhere #105
Description
PR was thinking this new contributor had not signed CLA. But he had in another repo. There was no signal for the reviewer to get this info in current process (we apply Pending CLA only in case of new contributor who has not signed CLA). We do nothing in the opposite case.
Posible solutions
A. Add label CLA signed for all external contributors who have signed CLA
B. Always add comment in PR for external contributor about key info (where and when they signed CLA, other recent PRs in the org).
