Separate django out to its own template

Django should be a separate template from https://github.com/getscaf/sfu-fullstacktemplate (as will the frontend elements), which is then to be used by the full stack template.

🎯 Objectives

For now the template should just be separated, as part of investigatory work into what's needed to compose the templates.

In the long run it should be functional as a standalone template, with a running django instance.

The template has now been separated at https://github.com/getscaf/django-template/.
Github actions are failing, looks like some config is needed on the repo. Roché is to address this on that repo.
Other than I've gotten a docker compose setup with django (daphne), redis, postgres, mailpit (from mailhog), with tested functional pycharm debugging.
Should also support starting up django with task|make|justup-venv without creating postgres etc. but I haven't tested that.
It could probably benefit from more testing in general, but it's a starting point.
