COG layers are loading data even if not visible

Description

Recently we see that TIFF layers, even if not visible, load anyway data in backgrund.
We need to verify:

• if this new behavior is due to openlayers updates, and if it is expected
• If we can avoid this data load

How to reproduce

• Open a new map
• open developer tools, network tab
• Import map (17).json
• you can save the map and refresh

Expected Result

• Tif data should not load

Current Result

• The layer is loading tiff data

• Not browser related
