Introduce matrix testing for various galaxy versions

The tpv-shared-database build failed due to pydantic<2 (used in galaxy <24): galaxyproject/tpv-shared-database#91
We could introduce some matrix testing and recommendations on which TPV versions are compatible with various Galaxy versions.
