creating javascript functions from a folder that contains a package.json should create a new docker image (if required) to create a new kind of runtime using a docker image with the package.json inside

we essentially need a CI / CD kinda flow whenever we update the package.json too really.

the same is kinda true for when we use a pom.xml for java dependencies too
