Allow staff to manually reassign section for single assignment (temporary reassign) #110
Description
Currently only students have the ability to submit a swap request to change sections for a single assignment (temporary re-assignment). Staff have the ability to manually assign a permanent assignment, but cannot assign something temporary (other than by approving a request).
