Release a windows 11 ARM version

As there is an x86 windows version, there should be an x86 arm version.

Starting with release 2.0.16 (https://github.com/fstark/macflim/releases/tag/v2.0.16), a windows ARM binary is included.

Will close the issue if I have any positive confirmation that it actually works.
