Update fCC setup documentation to reflect current local vs. codespaces recommendation #1067

Describe the bug

the docs currently recommend setting up via codespaces rather than locally, but a search through the official fCC discord reveals various recommendations from fCC mods and staff to work locally if possible, because codespaces has been problematic. Various first-time contributors are currently in the process of setting up, might be helpful if docs were updated.

To Reproduce

Go to https://contribute.freecodecamp.org/how-to-setup-freecodecamp-locally/, scroll down to "Cloud IDE or your own machine?" section. Note "Recommended" badge next to codespaces, first paragraph recommending codespaces over local setup.

Expected behavior

remove "Recommended" badge next to Codespaces, adjust wording
