Host documentation online

### Enhancement Request

FortifyBugTrackerUtility documentation is currently included in the download bundle, ideally it should also be hosted online for easy reference. For example, this will allow users to browse the documentation before downloading/installing the utility, and allows for easily pointing users to an online documentation section when answering user questions.
