Add re-link ability to external bug ID on FoD issues

While submitting the Bug to Jira from FoD, Bugs can be submitted only once while its not possible to relink the bugs fresh in Jira from FoD.
Therefore, already submitted bugs cannot be removed completely from FoD and cant be imported again to Jira.
