FoD Rate Limiting severely reduces performance

FoD rate limiting severely reduces performance of FortifyBugTrackerUtility. We need to investigate ways to improve performance in cooperation with FoD developers.

In addition, there seems to be an FoD bug where FoD sometimes returns a negative number for the rate limit reset time-out. This bug has been reported via the support chat on emeademo. FortifyBugTrackerUtility contains various quick work-arounds to work around this and other issues related to rate limiting.
