My specs are a 7640U Framework 13 mainboard with 16gb ram running the latest Fedora, although this has happened on multiple devices already.
Basically, when minimizing the window, and bringing it back, the window glitches out. It almost looks like it's out of frame within it's own border if that makes sense. Look at the corners of the window in the screenshots below. It only happens when minimizing via the title bar button or the apps native right click menu. When using Gnome's menu or Super+H it doesn't happen.
I also noticed this seems to only happen in Chromium based browsers, I tested Google Chrome, Edge, and below Chromium itself. Any PWAs made with the browser also comes along for ride and glitches out the same way. I also have seen another user in another thread with a screenshot showing a similar visual glitch on Brave, which is based on Chromium.
Attaching some screenshots but this video shows it best.
I'm having trouble uploading it directly here on Github so this will have to do:

Hopefully this works and people here can view it without trouble.
