fix: correct 48 permission annotations in per-module OpenAPI files

The previous fix only updated the consolidated openapi.en/zh.json,
but Mintlify reads from per-module split files (on-call.openapi.*,
platform.openapi.*). Applied the same permission corrections:
- on-call: 43 operations (schedules, calendars, routes, enrichment,
  mappings, analytics)
- platform: 5 operations (member invite/delete/grant/revoke/update)
