Setup performance testing

This issue is currently under research, so acceptance criteria is quite ambiguous

Suppose our service is functionally correct, we want to ensure that our code/architecture can scale to meet demands. We want to setup automated performance testing to evaluate current performance characteristics of our service.

Acceptance Criteria:

• Setup performance testing for template
• Propose architecture to run these tests

Definition of Done:

• Architecture is proposed and is approved by the team.
