Configure Dependabot for Poetry and GitHub Actions dependency management

As mentioned here, we could make more use of Dependabot to manage dependency updates and vulnerability fixes.

Scope would be:

• Update Python dependencies
• Fix Python module vulnerabilities
• Update GitHub Action dependencies
