[1/22/26] Confirm production login works

❗ AFTER ROTATING THE CERTS AND LOGIN.GOV HAS VERIFIED NEW CERTS ARE DEPLOYED:

finish installing the cert to the app with steps 5+ on https://github.com/fecgov/fecfile-web-api/wiki/Login.gov-cert-rotation#installing-the-certificate

Temporarily turn on production sign on to test Prod as described in https://fecgov.atlassian.net/browse/FECFILE-2195

Coordinate with QA to verify production sign-on works

Turn off prod sign on after testing
