Caching doesn't work on Windows

It looks like somehow the caching doesn't work as expected on Windows runners.

It looks like the cache tools don't have access to the C: volume. Unfortunately, RUNNER_TOOL_CACHE is pointing to this volume. Therefore, we cannot cache the installation.

Update: I believe the absolute path is the problem.
