Migrate /js endpoint to a JS project

/JS endpoint is used for the mutation observer script delivery. Ideally, delivered functionality should be minified, bundled, and contain polyfills that ensure browser backward-compatibility.

There needs to be another service (written in JS/TS/WASM), that minifies/bundles and delivers the script accordingly.
