FEATURE: remove this very schetchy self extractor

The self extrator for windows is very scetchy.

Describe the solution you'd like
Use built-in to Windows software known as IExpress (needs to be run as admin)

Describe alternatives you've considered
just use anything else really

I have made multiple example vers. of 1.3.1. I have 1 EXE that is 100% standalone (!) with it's SED file, and a SED file for a normal self extractor. You can download this thing that i made here.
