check blob pool and check proposed number of blobs

Would be good to have a test for checking a node’s blob pool and verifying that it’s proposing the maximum number of blobs possible.

Make an api call to find out the local blob pool content just a few ms before a node needs to propose a block. Then verify if all those blobs made it into the block. And verify that it has reached target/max number of blobs.
