feat: add "TMI Automation" built-in group

Built-in group

Automatically added to permissions for all threat model objects on creation, granted "writer" permissions.

Can be removed.

Admin can create new users and add them to this group, for purposes of supporting automated access to TMI threat models (e.g. webhooks/addons).
