Add php-mode-disable-parent-mode-hooks variable

This change has BC Break.
This custom variable invalidates `c-mode-hook' and `java-mode-hook'.

There is a discussion as to whether this setting should be enabled by
default, but executing hooks in these modes will complicate the
configuration for many people.
