Add plain protobuf files in project

I think it would be very interesting to have the protobuf files included in the project, as well as a way to compile them into the project.

@sleipnir that is where buf.build/googleapis/googleapis helps with the situation, I feel that such CLI is extremely useful to keep around vs. dealing with just protoc
