fix: rename config.yaml

I want to be able to have a dev and prod config file, if I programatically change the name for some reason FOCA still picks the prod config ie config.yaml. If this is by design, why does FOCA want complete config_file parameter when only the parents directory should suffice?

Your use case is of course valid, and the behavior you describe is certainly not by design. So if this is indeed the case, it's a bug and should be fixed.
