Custom keyboard shortcut for application menu randomly not working

What Happened?

• I have configued win + space for opening application menu.
• It sometimes works and sometimes did not.
• After restarting most of the times it worked.
• Again randomly it will stop working

Steps to Reproduce

• Install latest version of OS
• Go to Setting -> Keyboard -> Shortcuts
• Choose System -> Application menu -> Setting Gear -> Set New Shortcuts
• Restart it will not work as expected, still the settings will be persisted

Expected Behavior

• It should work consistently
