Combine multiple automated comments into one with collapsable sections

Some comments have become extremely noisy, see this PR as an example.

We need to do what other LLM-driven tools do (namely CodeRabbit) and maintain a single comment (instead of 8) where all the Github actions contribute there collapsible sections to. Like so elastic/beats#49196 (comment)

Otherwise it becomes an unbearable mental toll on us to scroll and read through the tons of automated comments.
