Construction queues toggles on the queues list

What do you want to see?
Construction queues have toggles: on hold, emergency build, repeat orders. There should be toggles on the construction queues list screen for these.

How would it help players?
Prevent players from having to repeatedly open the queue details screen to toggle these things on multiple queues

Alternatives
This could be done in one of two ways:

1. Add a checkbox for each toggle to the queues list.
2. Allow multi select on the queues list and add buttons to set/unset the toggles for selected queues.
