Support Python 3.12-3.14

In #211, I made cchardet optional, since it was keeping us from compatibility with Python 3.11 and newer. That revealed that the version of Versioneer we are now on also doesn’t work with Python 3.12+.

Ultimately I think we want to move away from Versioneer (see how we handled this in Wayback in edgi-govdata-archiving/wayback#145), but for now we should hopefully be able to just update Versioneer and get things working again. I’d like to cut a new release a little sooner than it would take to totally switch over to build/Hatch and pyproject.toml (also there are complicated questions around our weird dependencies with html5-parser and lxml).
