Make publisher agreement name and contact part of page settings

Currently the name of the publisher agreement and the contact address are hard-coded in the project (user-settings-token.tsx) to

Eclipse Foundation Open VSX Publisher Agreement

and

license@eclipse.org

but they should be defined in the page settings so they can be more easily changed for a deployment.
