At the moment the widget is only displayed if the selected element already has an associated expression.
It should also be present if the element does not (yet) have an expression but could, i.e. if the "New expression" action is available on it.
In this case the label should be empty (or maybe show a grayed "" text), and the "..." button on the right should be a "+" and open the creation modal.
