Do not display actions compartment when an Action is created and action flow compartment is visible #1960
Description
When an ActionUsage (a2) is created from another ActionUsage (a1), if the action flow compartment is visible, the the new a2 is visible in the action flow compartment. But it also reveal the actions compartment. We don't want that.
