Improvements to SysMLv2ProjectTemplatesInitializer

As i am developing my own ProjetTemplateInitializer, I would like to propose a couple of improvements.

Syson has a createDiagram method here, I would like to add a new parameter representationDescriptionId that would allow us to use this method from the ProjectTemplateInitializers.
It has a couple of impacts on aql calls that would need to specify the descriptionId but it would remove quite a few duplicated lines.

I could also create a new method createViewUsage in ModelMutationElementService based on duplicated code from the templateInitializer and CreateRepresentationInputProcessor.

Anyway, if these changes are of any interest to you, I would be happy to make use of your new contributor guidelines to submit a merge request.
