Clarify or remove stakeholder requirement "Synchronize the HW clock with Vehicle Time"

This stakeholder requirement (id stkh_req__time__hw_clock_sync) is at least unclear in its meaning.
Unclear regarding the term "local HW clock": Modern systems have multiple hw clocks. Which one is meant?

• If the monotonic/steady clock of the CPU is meant, this requirement should be removed:

  • This clock should not be updated at all as it is typically used for measuring the time differences between two local events. Updates would invalidate those kind of measurements.
  • Furthermore (imho) this requirement would then be too specific on stakeholder level

• Not sure about consequences if updating the HW clock of a network interface controller (NIC)

Further hint: The linked feature requirement was removed earlier, i.e. currently no linked requirements available.
