Unclear regarding the term "local HW clock": Modern systems have multiple hw clocks. Which one is meant?

If the monotonic/steady clock of the CPU is meant, this requirement should be removed:
- This clock should not be updated at all as it is typically used for measuring the time differences between two local events. Updates would invalidate those kind of measurements.
- Furthermore (imho) this requirement would then be too specific on stakeholder level
