Improvement: explicit initialization for logging

⚠️ Decision record is now merged: #51

It is preferred to have a explicit logging init for both tests and apps. E.g., a separate library that is responsible for the init of Rust logging and C++ logging (mw log).
This is not possible with current implementation of mw log, and will require design changes.

Issue of logs from Rust libs not showing in C++ envs is currently solved with following PRs:

• log: add Rust log init for C++ baselibs_rust#53
• log: add Rust log init for C++ #38
