According to https://github.com/eclipse/packager/tags both 0.20 and 0.21 have been tagged and are in https://repo1.maven.org/maven2/org/eclipse/packager/packager-rpm/ but are not documented in https://github.com/eclipse/packager/releases Could they be added please?
Secondly there appears to be Jenkins files in https://github.com/eclipse/packager/tree/master/ci but GH actions are being used? Is Jenkins used elsewhere or are those historical artifacts? Could the GH actions also deploy snapshots (e.g. to https://oss.sonatype.org/content/repositories/snapshots/org/ ) so that might fix ctron/rpm-builder#96 which appears to be missing the snapshot deployment:
