If one enables "Group items by category" it is possible to see more items than when this option is disabled see for example here.
I would suspect the reason is that when grouping is enabled we look for any category in the P2 metadata and then show these items, but when grouping is disabled we only look for features that are marked for install.
This is confusing because the user suspects things are missing in the case of a disabled grouping. A possible solution would be to show (when grouping is disabled) everything that is an installable feature or part of a category.
