Feature request: make the PWA accessible offline

Issue: I just added the app to the home screen on Android (more precisely using e/OS/ browser which is a fork of Cromite -> Bromite -> Chromium) and I can't open it offline which is handy when you don't have network connection.

I know that PWAs can be completely offline. Here are the links I gathered:
