[BUG] world ecoregions not working in process all countries script

Bug Description

Adding ecoregions: World Terrestrial Ecoregions (World Wildlife Fund), Level None.

another thing that might be nice is that some countries end up just not having any fires, but there's nothing written in the unprocessable.txt. Maybe there should be a 3rd file that's like, 'no_fires.txt' that will also trigger the script to skip the country. Having that seperate file will be useful in the paper writing

Also, for some reason it is not always writing out the readme file? not sure why
