Chore: Update `Elixir` Version on Fly.io or Temporarily Disable Deployment?

At present the deploy script is failing:

The reason is:

Note: the app still runs fine on Fly.io at the time of writing ... https://phoenix-chat.fly.dev

So we can either update the Elixir version on Fly.io or just disable the cd.yml script. 💭
