Migrate cli-lab content to the deployment-tools repo

Repo costs have continued to rise so it makes sense to move this over into the deployment-tools repo since the uninstall tool is definitely a deployment tool.

1. Review and close any issues we don't plan to address
2. Investigate msbuildbinlogquery and see if we need to move that over
3. Move the source for the uninstall tool ensuring we can build locally and build in CI and release
4. Prep a release in deployment-tools
5. Archive this repo

It seems like the deployment-tools repo doesn't use GitHub Releases which are a very good way of keeping up with what's new (if release notes are included). Hoping we would get them again if the source is moved.
