[FEATURE] Make it easy for dotCMS to clone another environment.

Problem

It would be great if we could point a new empty dotCMS instance at an existing instance and have it bootstrap its environment from the remote instance. This would allow for quick env cloning and the ability to fire up different environments for testing.

Right now, the dev instance can do this and it is super helpful. It would be great if the dotCMS docker image had this baked in.

Goal

Allow the dotCMS docker image to also be used as an init container to bootstrap an environment.

Demo Expectations

How you can fire up one dotCMS instance and clone another one.

Acceptance Criteria

• Clone an environment with a starter
• Clone an environment with assets and sql dump
• wipe out an environment before cloning to reset it.
