[Enhancement]: Include DotNetNuke.Web.Client.ResourceManager.dll in NuGet

Description of problem

Currently the assembly DotNetNuke.Web.Client.ResourceManager.dll is not included in our NuGet distribution. For developers to fully leverage the new Client Dependency Framework in DNN they need access to the extension methods in this assembly.

Include this assembly in DNN core NuGet package

Did you overlook the Bundle? If no, and you are suggesting its a stand-alone NuGet package, then I would also make the case that it should be included in the Bundle also!

I think we need to discuss which packages it should be added to. My first thought it the core package. And then it should automatically go into the bundle.
