Add Scientific Linux to makefile's CentOS blas library exception

Scientific Linux has the same issue as CentOS. Perhaps it's worth adding it to the configuration there? I'd make an attempt at it myself, but it's outside my area of expertise enough that I'm not sure quite what I'm doing.

This code base has been donated to the Apache MXNet project per #373, and repo is deprecated. Future development and issue tracking should continue in Apache MXNet.
