[TSC] Release notes: should we indicate the original PR when backported?

Since most of the PR passed the initial release in a branch are backported from the main branch, this would be more useful to point to the original PR instead of the backporting one.

ex like (https://github.com/dmf-mxl/mxl/releases/tag/v1.0.0)

would be:

this would require manual modification of the notes, or some automation - but we maybe don't expect to have a huge quantity of PR per release).
