FR: use github release so we get notified of new releases and changelogs

**Is your feature request related to a problem? Please describe.**
I like to keep track of the new releases of software I'm interested in, dirac makes it hard.

**Describe the solution you'd like**
Use github releases, this way I get an email when you make a release. Ideally, include a breakdown of the changes in this new release.
