Create a record detail view

The records in the dataset table should link to a record detail view to view a single record at a time so users can see each record in detail.

This should follow the same layout as the existing issue detail page.

Acceptance criteria

• the reference column on the dataset table view should link to this view
• the page header should be <dataset name>:<record name> <record reference>
• the map should show the single record and the lpa boundary only
• the map should zoom to show the record's bounds
• a summary table should be used to show the record's data
• the field names should use the same case and names as the specifications
• the field names should be in the same order as the specifications
• the data should be as it appears on the platform (not as the LPA supplied it)
• long fields like geometry, point and URLs should be truncated
• URLs should be live hyperlinks
• there should be pagination to navigate through the dataset
