Amend fact selection priority order

**Overview**

Currently, the facts selected for the entity is chosen by:

- Priority (i.e. alternative or authoritative)
- Entry-date

We should add a third selector of the resource start-date from the fact-resource table. This will only be used if we have multiple differing facts with the same priority and entry-date but will ensure that we select the fact that was provided latest in this case.
