Are bases interchangable? (For basic set notes)

Short answer seems to be, yes.

There are sets that are still Openforge 1.0. but if you are new, as I am, you prob are aiming to print all 2.0 pieces.  My experience so far is that you can swap the base (magnet & clip piece) with any floor you glue on top.  The patterns on the side may not be an exact match, but otherwise, no problems.
