Desire activation/deactivation

Currently separation of desire-goal is given by the fact that the goal is more pragmatic, i.e. goal is the desire we're currently trying to fulfill. Enhanced mechanisms of explicit desire activation should be considered: preconditions for the desire that is going to be activated, context conditions for it in order to keep it active.
