BUG: Webdriver JS example is not running on Windows machine

Description:

While running webdriver js, it is always throwing timeout error.

Steps to reproduce:

1. Clone https://github.com/dequelabs/watcher-examples repo
2. Run test from webdriver js and verify

Expected behavior:

Test should run successfully

Actual behavior:

Test is failing with timeout error

Note:

This issue is only happening on new Windows machine (Me and Padma both tried on NEW Windows machine same issue observed)

Moved this to low priority/ice box since it is only reproducable on Gayathri's new windows machine and works fine on her old. Also, the example is broken with and without watcher integrated, so there is something wrong in the test, not in watcher.
